Initial consultation & needs assessment
1–2 daysWe agree commercial terms, job categories, salary structures and ethical-recruitment standards under a Memorandum of Understanding.
What we do- A senior employer-relations manager is assigned to your account from day one.
- We review your manpower requirements, preferred job roles, salary benchmarks, accommodation arrangements and contract duration.
- We share our full service fee schedule with no hidden charges.
- A draft MoU is prepared covering all commercial terms, replacement clauses and ethical recruitment obligations.
- We advise on DOFE salary minimums and destination-specific benefit requirements before you finalise your offer.

Demand letter preparation & employer MoU
3–7 daysEmployer issues a demand letter listing roles, numbers and salary. We draft and review the letter to ensure DOFE compliance before you sign.
What we do- We prepare a DOFE-compliant demand letter template specifying roles, worker numbers, monthly salary, overtime rate, accommodation, food, medical, air-ticket arrangements, and contract duration.
- The letter must be on company letterhead with the company's authorised signatory.
- We check for common rejection triggers before submission — vague job titles, below-minimum wages, missing benefits clauses.
- Once approved by both parties, the MoU and demand letter are executed.
- We then coordinate the attestation chain on your behalf.
Employer action requiredReview and sign the demand letter template. Provide company registration certificate valid through the contract period.
- 03
Ministry approval & DOFE attestation
10–21 daysWe coordinate the full attestation chain: notarisation in the destination country, Nepal embassy attestation, Ministry of Foreign Affairs Nepal, and DOFE pre-approval filing.
What we do- Step 1: Demand letter notarised by a notary public in the destination country.
- Step 2: Notarised letter attested by Nepal's embassy or consulate in the destination country.
- Step 3: Attested letter verified by Nepal's Ministry of Foreign Affairs (MOFA) in Kathmandu.
- Step 4: Glocal Workforce files the MOFA-verified demand letter with the Department of Foreign Employment (DOFE) for pre-approval.
- DOFE pre-approval typically takes 5–10 working days. We track progress daily and escalate where needed.
- Once pre-approved, DOFE issues a demand letter registration number, which is required before any worker can be selected.
Employer action requiredSubmit a notarised copy of the demand letter to the nearest Nepali embassy in your country. We can coordinate this process remotely.

Candidate sourcing & shortlisting
7–14 daysWe source candidates from our 12,000+ vetted database and the broader market, screen for skills, certificates and experience, and present a structured shortlist.
What we do- Our sourcing team searches our pre-registered candidate database first — saving significant time versus open-market sourcing.
- Candidates are filtered by skill level, trade-test certification, prior overseas experience, age, health status and English proficiency.
- We advertise vacancies through DOFE-approved job listings, partner vocational training institutes and regional networks.
- Each shortlisted candidate is interviewed by our team and their claimed credentials verified.
- You receive structured shortlists with CVs, photos, CTEVT certificates and brief profiles — not raw, unscreened applications.
Employer action requiredReview shortlisted CVs and provide selection criteria feedback within 3–5 working days.

Trade testing & employer interview
5–10 daysWhere required, candidates undergo trade tests at CTEVT-approved centres. Employer interviews are conducted by video call, in person at our Kathmandu office, or at a local assessment centre.
What we do- Trade tests are conducted at government-approved CTEVT (Council for Technical Education and Vocational Training) centres to verify practical skills.
- Role categories requiring mandatory trade tests: electrician, welder, plumber, mason, carpenter, HVAC technician, heavy driver, cook.
- We coordinate the employer interview at a time zone convenient for you — early morning or evening Nepal time can accommodate most Gulf and European time zones.
- Video interviews are standard; in-person visits to our Kathmandu office are welcome and arranged on request.
- We provide a shortlisted-to-selected ratio report after interviews so you have full visibility of the candidate funnel.
Employer action requiredConfirm selected candidates in writing within 5 working days of the interview. Provide selection decisions clearly.
- 06
Medical clearance (GAMCA) & documentation
5–10 daysSelected candidates undergo a destination-specific medical examination. For GCC countries, this is GAMCA. For Europe and Asia, we coordinate with approved clinics. Only medically fit candidates proceed.
What we do- GCC placements: medical at a GAMCA-approved clinic in Kathmandu or Pokhara. Results are typically available in 3–5 days.
- European placements: medical examination at Ministry of Health-approved clinics with additional destination-specific tests where required.
- Japan SSW & Korea EPS: candidate health screening per JITCO/HRD Korea standards.
- Documentation prepared in parallel: valid passport (minimum 6 months remaining), police clearance certificate, educational certificates, trade-test certificates, GAMCA medical certificate.
- We review all documents for completeness before visa application. Missing or expiring documents are flagged and resolved.
- Candidates enrolled in Nepal FEPB welfare fund at this stage.
Employer action requiredConfirm visa application submission timeline. Provide any additional documents required by the destination country's immigration authority.
- 07
Visa processing & labour permit
7–21 daysWe file visa applications with the destination country's consulate, obtain the Shram Anumati (labour permit) from DOFE, and enrol workers in Nepal's FEPB welfare fund.
What we do- Visa application compiled with all required documents: employment contract, demand letter, medical certificate, DOFE labour permit, employer's business registration.
- Shram Anumati (labour permit) obtained from DOFE — this is mandatory for any Nepali worker travelling for foreign employment.
- FEPB (Foreign Employment Promotion Board) welfare fund contribution paid — covers accident, illness and death for the contract period.
- We track all visa applications and proactively resolve queries from the consulate.
- Workers are kept informed of their status through our candidate-facing communication team.
Employer action requiredEnsure the employment contract is fully executed and available for consulate submission. Confirm flight booking timeline.
- 08
Pre-departure orientation & worker arrival
2–4 daysWorkers complete the mandatory DOFE Pre-Departure Orientation (PDO), receive flight tickets and a pre-departure information pack, and depart. We coordinate arrival logistics at the destination.
What we do- Mandatory Pre-Departure Orientation (PDO) conducted at DOFE-approved training centres — covers destination-country laws, worker rights, emergency contacts, banking, and cultural orientation.
- Workers receive a pre-departure information pack including: employer contact details, Nepal embassy contacts in the destination country, FEPB welfare fund card, emergency helpline numbers.
- Glocal Workforce's post-placement welfare team records each worker's departure and schedules a 30-day check-in call.
- We notify your HR or operations team of the flight details and ETA.
- Airport pickup coordination at the destination is available on request.
- Our welfare desk remains available throughout the contract for wage disputes, document issues or emergency support.
Employer action requiredArrange accommodation and onboarding for arriving workers. Confirm arrival pickup arrangements and initial reporting instructions.
